Road condition monitoring for constrained and low-connectivity environments

SAHEL is Hodos Media’s road-monitoring programme. It develops practical, affordable and repeatable approaches to road condition assessment and maintenance planning, particularly where conventional surveys are costly or infrequent, secondary and rural roads are poorly covered, or terrestrial communications are limited.

Programme focus

SAHEL brings together work on road-authority needs, low-cost and passively collected data, vehicle-mounted sensing, remote sensing, GNSS, satellite communications, data governance, system architecture and integration with existing road asset-management workflows. The programme considers technical feasibility alongside institutional, regulatory, financial and operating conditions.

Technical questions

  • Which road-condition indicators can be captured reliably using lower-cost or passively collected data?
  • How can road-condition data be transmitted from areas with weak or absent terrestrial mobile coverage?
  • What evidence, assurance, data-ownership and workflow integration arrangements do road authorities require?
  • Which operating and commercial models are feasible where budgets and institutional capacity are constrained?
