Global user research and business-planning work supporting the future development and operation of HDM-4.
Overview
HDM-4 Phase 2 comprised commissioned work under the High Volume Transport Applied Research Programme. Hodos Media delivered a global user survey and an update and extension of the business plan for HDM-4, the internationally used road investment appraisal and management tool.
Objective
To provide user, market and operating-model evidence for decisions on the future development and sustainable provision of HDM-4.
Work undertaken
The studies combined global stakeholder research, user-needs analysis, market and competitor review, operating and ownership options, cloud-migration considerations, revenue routes, risk analysis and financial modelling. HDM-4 is not owned by Hodos Media; the work provided research and business-planning evidence for its future provision.
Outputs and findings
Outputs included user-survey findings, requirements evidence, an updated business plan, operating options, cloud-migration considerations, a financial model and implementation recommendations. The work confirmed continuing value in HDM-4 alongside the need for updated software, governance and a sustainable operating model.
Contribution to Hodos Media
The project contributes road-asset management, international stakeholder research, commercial planning and multilateral-development experience to the SAHEL programme.
